NCICA  2009 CONVENTION KEYNOTE SPEAKER :
COLONEL JOHN G. LACKEY,III ; RET.

NCICA is proud to have a most prestigious U.S. Army Intelligence Officer to address the complement of ex-Agents at the 2009 Convention in Charleston, S.C. to be held from October 1 to October 4, 2009.  Col. Lackey’s credentials read like those the entertainment media would assign to a fictional military ‘hero’.  However, there is nothing fictional about this man who was born in Statesville, North Carolina on 23 August, 1939. He graduated from the Citadel in South Carolina with a B.A. in Political Science; later received a Master’s Degree In History from the Citadel and was commissioned a Second Lieutenant in Army Intelligence.  His assignments were in Aerial Surveillance, Monterey Language School, the 441st INTC Det., Special Forces, Okinawa.  He was assigned to the Army Intelligence School, teaching Tactical Intelligence followed by service in Vietnam as Intel. Ops Officer from 1968 to 1969. He next graduated from the Army Command General Staff College and returned to Vietnam as Senior Ops Officer.  In August 1972 he was assigned ROTC Instructor and Tactical Officer at the Citadel.  In June of 1976 he became the Exec to the Director of Foreign Intelligence, Assistant Chief of Staff for intelligence later returning to Fort Bragg where he commanded the 1st Military Intel Battalion. He attended the Naval War College at Newport Rhode Island and was then assigned as Chief of Plans under the Deputy Chief of Staff for Intelligence, Europe, later assuming command of the 66th MI Brigade.  He left the 66th in August 1986 to command a special mission unit. In February 1989 he became the Director of Intelligence of the Joint Spec Ops Command.  During the first Gulf War, he served as the Chief of Staff of the Joint Special Operations Task Force conducting the SCUD hunt.  He retired from the Army with thirty years of active duty service. Following retirement, he assumed duties related to the Intelligence community attached to the Secretary of Defense. He later took the position of Assistant Commandant for the Administration of and Discipline at the Citadel.  Among Col. Lackey’s the many awards are the DSM, the Legion of merit, Meritorious Service , the Cross of Gallantry, the Southwest Asia Service Medal and .........  His greatest and most intimate honorarium is his Marriage to former Marian Kay Hawkins of Charleston, South Carolina.  They reside in Mount Pleasant and have two children: Leigh and Lara, ages 40 and 26 respectively.   A more comprehensive view of Colonel Lackey can be found in the latest NCICA’S Golden Sphinx .
